The Office of Rail and Road (ORR) published Economic Insight’s report A cross-sector review of outcomes frameworks to inform early work for its Road Investment Strategy 2 (RIS2). Our report reviews 15 outcomes frameworks across healthcare, water, transport, energy, post, and education. It drew inferences both in terms of the design of outcomes frameworks and the process by which they are determined.
