Southern Water published Economic Insight’s report Demand Utilisation Risk in Water Resources, which considers the implications of Ofwat’s proposal to allocate demand risk to companies in relation to water resources. The primary focus of our report has been in relation to the potential for Ofwat to transfer some of the ‘market driven’ element of demand utilisation risk – and, in particular, to develop evidence as to what the impact of this might be.
