The Office of Rail and Road (ORR) asked Economic Insight to undertake a cross-sector review of existing outcomes frameworks to inform early work for its Road Investment Strategy 2 (RIS2).
Our report reviews 15 outcomes frameworks across healthcare, water, transport, energy, post, and education. It drew inferences both in terms of the design of outcomes frameworks and the process by which they are determined.
