Market design for Tax-Free Childcare voucher accounts

The Government announced the introduction of Tax-Free Childcare (TFC) for working families at Budget 2013.  As part of this, the Government had to decide whether it should deliver the voucher accounts service using its in-house team, or use the private sector instead.
